How to Import a Car from Japan to Malaysia: Complete Process (2025)

Japan is the world’s most trusted source for quality used vehicles, and Malaysia is one of its biggest recon car markets. But how exactly does a car travel from a Japanese auction house to your driveway in Petaling Jaya or Penang?

This guide explains the complete import process — from auction to delivery — so you understand exactly what you’re getting when you buy a Japanese recon car in Malaysia.

Why Japan Is Malaysia’s Top Recon Car Source

Japan’s used car market is exceptional for three reasons:

1. The Shaken system. Japan mandates vehicle inspection (Shaken) every 2 years. Cars that don’t pass are either repaired or removed from the road. This means Japanese cars sold at auction are consistently well-maintained with documented service histories.

2. Transparent auction grading. Japan’s major auction networks (USS, TAA, HAA, JAA) employ independent inspectors who grade each vehicle from 1–5 and produce an official auction sheet recording condition, mileage, and any damage. This document is available to buyers worldwide.

3. Odometer integrity. Mileage tampering is a serious criminal offence in Japan. Combined with auction verification, Japanese imports have the most reliable mileage documentation of any recon source globally.

The Complete Japan-to-Malaysia Car Import Process

Step 1: Vehicle Selection at Japanese Auction

Licensed Malaysian importers access Japan’s auction network — primarily USS (Used Car System Solutions), the largest in Japan — to bid on vehicles. WGA Car works with trusted Japanese sourcing partners who attend auctions on our behalf.

Each auction listing includes the vehicle’s auction sheet — the independent inspection report showing:

  • Auction grade (1–5)
  • Body condition diagram marking any dents, scratches, or repainted panels
  • Interior grade
  • Mileage at time of auction
  • Engine and mechanical notes

Buyers can review the auction sheet before bidding. WGA Car selects Grade 3.5 and above for most stock.

Step 2: Purchase and Pre-Export Inspection

After winning the auction, the vehicle is purchased and transported to a consolidation yard. Before shipping, a pre-export inspection confirms the vehicle matches the auction sheet. Any agreed preparation work (minor repairs, cleaning) is completed at this stage.

Step 3: Shipping to Malaysia

Vehicles are shipped from Japanese ports (primarily Nagoya, Osaka, or Yokohama) to Malaysian ports (Port Klang or Penang). Shipping time is typically 2–4 weeks.

Cars are shipped using one of two methods:

  • RoRo (Roll-on/Roll-off): Vehicles are driven onto a car-carrying vessel. Most common and cost-effective.
  • Container shipping: Vehicles are loaded into shipping containers, providing more protection. Used for higher-value or rare vehicles.

Step 4: Port Arrival and Customs Clearance

Upon arrival at Port Klang or Penang, the vehicle goes through Malaysian customs. The importer handles:

  • Import Declaration with Royal Malaysian Customs (RMCD)
  • Payment of Import Duty (varies by engine capacity and vehicle type)
  • Payment of Excise Duty (varies by vehicle)
  • Payment of Sales and Service Tax (SST) where applicable
  • Port and handling charges

All these duties and charges are absorbed into the vehicle’s sale price by WGA Car. Buyers do not deal with customs directly.

Step 5: Puspakom Inspection

After customs clearance, every imported vehicle must pass a Puspakom inspection before it can be registered with JPJ. The standard inspection for imported used vehicles is the B2 inspection (10-point check), covering:

  • Engine and transmission
  • Brakes
  • Steering
  • Lights
  • Tyres
  • Body structure
  • Emissions

WGA Car completes Puspakom inspection for all vehicles before listing. The Puspakom report is provided to every buyer.

Step 6: JPJ Registration

With Puspakom clearance confirmed, the vehicle is registered with JPJ (Jabatan Pengangkutan Jalan). The importer obtains:

  • Geran (vehicle ownership document)
  • Kad Pendaftaran (registration card)
  • Malaysian number plate assignment

The vehicle is now a legally registered Malaysian vehicle.

Step 7: Pre-Sale Inspection and Preparation

At WGA Car, every vehicle goes through our comprehensive 108-checkpoint pre-sale inspection before being listed for sale. Any issues identified are rectified. The full inspection report is made available to every potential buyer.

Step 8: Sale and Ownership Transfer to Buyer

When you purchase from WGA Car, we handle the complete JPJ tukar nama (ownership transfer) on your behalf. You receive:

  • Geran in your name
  • Full documentation package (auction sheet, Puspakom report, inspection report)
  • Warranty coverage

How Long Does the Import Process Take?

StageTimeframe
Auction and purchase1–3 days
Pre-export preparation3–7 days
Shipping to Malaysia2–4 weeks
Customs clearance3–7 days
Puspakom inspection1–3 days
JPJ registration3–5 days
Pre-sale inspection3–7 days
Total (purchase to ready for sale)~6–10 weeks

This is why WGA Car pre-order timelines are typically 4–8 weeks from order confirmation to delivery.

Taxes and Duties on Imported Cars

Import duties and excise duties in Malaysia are significant and vary by engine capacity. As a rough guide, total taxes and duties on an imported vehicle can add 50–150% to the base cost of the vehicle before dealer margin.

These costs are already factored into WGA Car’s listed prices. You do not pay any additional customs fees as a buyer.

Can I Import a Car Directly Myself?

Technically yes, but it requires a licensed importer’s permit, detailed knowledge of the auction system, an established relationship with Japanese auction partners, and handling of customs, Puspakom, and JPJ registration yourself.

For most buyers, using a reputable licensed dealer like WGA Car is far simpler, provides full documentation and warranty, and is cost-effective given the complexity involved.
